CELPIP vs IELTS: which one for Canadian PR

For Canadian permanent residence, IRCC accepts both CELPIP-General and IELTS General Training, and it reads either result the same way: as a Canadian Language Benchmark (CLB) level. So the choice is not about clearing a lower bar, it is about which test lets you show your English most comfortably. For Express Entry you must take IELTS General Training, not IELTS Academic, and IRCC does not accept the IELTS One Skill Retake for Express Entry. On the CELPIP side, permanent residence needs CELPIP-General, the full four-skill test. Book the wrong version of either and the result cannot be used.

#Are CELPIP and IELTS both accepted for Canadian immigration?

Yes. IRCC lists CELPIP-General and IELTS General Training as approved English tests for Express Entry, alongside PTE Core. You take one of them, and the result is converted to a CLB level, skill by skill.

A few rules apply to both tests equally, so they are not a reason to choose between them:

• Your results must be less than two years old both when you complete your Express Entry profile and when you submit your application.
• Every immigration program sets a minimum for each of the four skills separately, so one weak section decides your outcome even when the other three are strong.
• IRCC reads your score as a CLB level. The test you took is just the route to that level.

Where they differ is what the score can also do for you. CELPIP is designed for Canada and is used for Canadian permanent residence, for citizenship in its CELPIP-General LS form, and for some professional and study purposes. IELTS General Training is also used to migrate to Australia, New Zealand, and the UK. So if your score has only one job, Canadian PR, both tests clear it and you can choose the one that suits you. Read the CLB 9 row, because CLB 9 in every skill is the target a lot of Express Entry applicants aim for. On CELPIP, CLB 9 means a 9 in all four skills, one number to remember. On IELTS, CLB 9 means Reading, Writing, and Speaking of 7.0, but Listening of 8.0, half a band higher than the rest and easy to miss. Aiming at a single, even CELPIP target is one less thing to get wrong.

#Is CELPIP easier than IELTS?

No test here is officially easier, and choosing one does not lower the level you need. IRCC treats CLB 9 as CLB 9 whether it came from CELPIP or from IELTS, so there is no shortcut hiding in the choice, and you should be wary of anyone who promises one.

What is true is that CELPIP suits many test takers better, and "easier" usually turns out to mean "easier for me." The private recorded Speaking section removes the nerves of a live interview. The single Canadian accent removes the guesswork of decoding unfamiliar ones. The one-to-one CLB scale removes the conversion maths. None of that changes the standard, but all of it changes how comfortably you can reach it, and for a Canadian application that comfort is a fair reason to prefer CELPIP.
